The Croatia-to-Montenegro roaming trap
This is the single most useful thing on this page. Croatia is in the EU; Montenegro is not. If you are on a European SIM using EU roam-like-at-home allowances, they stop the moment you cross at Debeli Brijeg and you revert to non-EU roaming rates, which are typically many times higher. The same applies coming from Bosnia or Albania on an EU plan. A local eSIM sidesteps it entirely.
Montenegro's networks
Three operators serve the country: Crnogorski Telekom, m:tel and One (formerly Telenor). Coverage along the coast and the main inland roads is good — Montenegro is small, and the tourist corridor is well served. Flysimio routes through m:tel.
Coverage by destination
- Kotor and the Bay — good throughout the old town and around the bay road. The climb to the fortress above Kotor holds signal most of the way.
- Budva, Tivat and Sveti Stefan — strong.
- Podgorica — strong, including the airport.
- Durmitor and Žabljak — usable in Žabljak town, patchy on the hiking trails and around Black Lake.
- Tara Canyon — real gaps, especially down at river level for rafting.
- Lovćen and the serpentine road above Kotor — intermittent. Worth downloading the map before you drive it.
How much data do you need?
Montenegro is compact and Wi-Fi is common in coastal accommodation, so a week runs 2–3 GB for most travellers. Buy 5 GB at $9.00 for a fortnight and you are covered.

- Buy and install on Wi-Fi before you travel.
- If you are driving in from Croatia, switch the Montenegro line on before you cross the border — not after.

July and August are peak but crowded and expensive. September and early October are arguably better — the Adriatic is still warm, the coast is much quieter and prices fall. Winter is quiet on the coast, with skiing inland at Kolašin and Žabljak.
