The short verdict
The UAE has only two carriers: Etisalat (rebranded as e&) and du (Emirates Integrated Telecommunications Company). Both networks are excellent — coverage is 100% in Dubai and Abu Dhabi and strong throughout the country. The key things to know: (1) UAE eSIM prices are higher than most destinations because the duopoly limits competition. (2) VoIP calls (WhatsApp voice, FaceTime Audio, Skype) may not work over UAE mobile data — this is a regulatory restriction, not a technical one. (3) Regular WhatsApp messaging works fine.

The VoIP restriction explained
The UAE government restricts VoIP services over mobile data for consumer plans. This means WhatsApp Audio calls, FaceTime Audio, Skype calls, and similar services may fail or have very poor quality over an eSIM data connection in the UAE. Regular text messages, web browsing, video streaming, and all non-voice functions work normally. The restriction applies to both Etisalat and du networks. If VoIP is critical for your trip, consider purchasing a local SIM with a specific VoIP-enabled plan, or make calls over hotel or venue Wi-Fi (Wi-Fi calling is not affected by the restriction).
