The 60-second answer
"Not provisioned" is a different error from "no service". It means your phone reached a carrier and identified the profile, and the carrier replied that no active subscription is attached to it. On a travel eSIM the usual causes are a plan that has not started yet, one that has already expired, or a profile installed on a second device after being activated on a first. It is an account-side state, not a settings problem — which is why toggling airplane mode does nothing for it.

Why this error is different
Your eSIM has two identities: the profile on the phone (identified by its ICCID) and the subscription on the carrier side. Installing writes the first. Provisioning links it to the second. When the phone presents a valid ICCID and the network finds nothing active behind it, you get "SIM not provisioned MM#2" on Android or a variant of "not provisioned by network" on iPhone.
- **No service / network not available** — the phone never reached a usable network. See network not available.
- **Not provisioned** — the phone reached a network fine; the plan behind the profile is missing, not started, or finished.
- **Invalid SIM / SIM not supported** — the phone is carrier-locked and refusing the profile outright.

Working through it
Confirm you are in the coverage area
A country-specific plan will not provision outside its country. If you have not landed yet, this message is expected and needs no action.
Check your plan status and dates
Open your provider account or activation email and confirm the plan is active, has data remaining, and has not passed its validity end date. This single check resolves most cases.
Give a fresh purchase up to 30 minutes
Provisioning is usually near-instant but can lag behind payment. If you bought the plan in the last half hour, wait before troubleshooting anything else.
Restart the phone
A full restart forces the phone to re-present the profile to the network. Toggling airplane mode is not enough for this particular error — the phone needs to re-attach from scratch.
Confirm the profile is on only one device
If you scanned the QR code on more than one phone, the profile will only ever provision on one of them. Delete it from the device you are not using, then restart the one you are.
Send support your ICCID

What "MM#2" means on Android
Android appends an internal code to the message — "SIM not provisioned MM#2" is the common one. MM stands for Mobility Management, the part of the network stack that handles attaching a subscriber to a network. The number is a vendor-specific sub-code and carries no useful diagnostic detail for you: MM#2 does not tell you anything MM#1 or MM#6 would not. Treat any "not provisioned" variant as the same problem and work the checks above.
Frequently asked questions
Does "not provisioned" mean my eSIM is broken?
No. The profile installed correctly — that is what lets the network identify it at all. The problem is that no active plan is attached to it right now, which is almost always about timing, validity, or which device the profile activated on.
I just bought the plan and it says not provisioned. How long should I wait?
Up to 30 minutes, though most provision in under five. If you are also outside the destination country, expect the message to persist until you arrive regardless of how long you wait.
Will deleting and reinstalling the eSIM fix it?
No, and it can make things much worse — most QR codes are single-use, so deleting can leave you with no profile at all. This is an account-side state; reinstalling the profile does not change it. Contact support before deleting anything.
Can the same eSIM work on two phones?
No. A profile provisions against one device. If you scanned the QR code on a second phone, only one will ever get service. Remove it from the device you are not using.
