Why your EU plan will not work here
This is the whole reason this page exists. Andorra is a sovereign microstate wedged between France and Spain, but **it is not in the EU** and it is not covered by EU roam-like-at-home rules. Drive up from Barcelona or Toulouse on a European SIM and your allowance stops at the border, replaced by non-EU roaming rates.

- Andorra is a very common day trip from Spain and France. People arrive with no plan and get billed.
